SEMIANNUAL UFPD*ATES OF THE LESSONS-LEARNED PROGRAM The Staff Requirements Memorandum (SRM) for COMSECY-05-0047, "Semiannual Report -
Status of Implementation of Davis-Besse Lessons-Learned Task Force Report Recommendations," dated July 14, 2006 (ML053130416), directed the staff to provide the Commission semiannual updates on the staff efforts to develop an NRC Lessons-Learned Program in the form of an information paper or memorandum.
The staff has provided the Lessons-Learned Program information to the Commission in the following memoranda, meetings, and information papers:

Commissioner McGaffigan's Comments on COMSECY-07-0025 I approve the staff recommendation to change from semi-annual updates of the Lessons-Learned Program (LLP) to annual updates.
The Commission has frequently stated that the workforce demographics of the NRC indicate that knowledge transfer is one of the critical challenges facing the agency. I regard the LLP as one of the measures implemented to achieve such transfers. Thus, I am troubled by the internal stakeholder comment (SECY-07-0121, Enclosure 1) that, "The majority of the staff are unaware of the LLP's existence", and agree with the recommendation that additional efforts must be made to increase staff awareness of the LLP.
Additionally, I agree with the internal stakeholder comment that the LLP should include discussions of successes and not just failures: "The staff should learn from actions that were done right the first time, and not just failures that required corrective actions." Repeating previous errors should be avoided, of course, but avoiding failures in situations previously resolved successfully is just as important.
