Attachment NOC-AE-07002198 Page 1 of 2 STP NUCLEAR OPERATING COMPANY SEMI-ANNUAL FITNESS FOR DUTY PROGRAM PERFORMANCE REPORT January 1, 2007 through June 30, 2007 During the first performance period of 2007, the STPNOC FFD Program conducted a total of 1890 FFD screening tests that resulted in 17 positive test results. Sixteen of the positives were comprised of short-term contractors. One positive was a STPNOC employee.

STPNOC conducted 422 random tests resulting in a random testing rate of 46% of the average annual population as of June 30, 2007.* STP tests at an annual random testing rate of 50%.

STPNOC did not have any 10CFR26.73 reportable events during the performance period.

STPNOC did submit a report to the NRC per 10CFR26, Appendix A, section 2.8 e (4),

concerning the HHS certified laboratory reporting a false negative on a blind performance test sample containing amphetamine/methamphetamine. The error occurred because the sample initially screened positive and was sent for further testing at a 1:10 dilution. The confirmatory testing at a 1:10 dilution was reported out as a negative. The certifying scientist was required by procedure to rerun the specimen at a lower dilution. The specimen was not rerun.
