This letter acknowledges receipt of and responds to your letter dated June 29, 2007.
In that letter, you mentioned various actions that Constellation Generation Group, LLC (Constellation) was undertaking as discussed in a May 23, 2007, letter from me to Chairman Klein. This letter updates you on those efforts.
Constellation has conducted inspections or investigations to address the issues. We formed three independent teams to investigate the issues and will respond in a more formal manner to your allegation coordinator. One of the teams formed consisted of former Operations-type professionais to assess station performance related to safety. Another team consisted of former NRC executives and attorneys to assess specific issues. Among the former NRC executives were Hugh Thompson, Bill Beach, and John Craig. The third team was used to perform a more general assessment of recent change at Ginna; however, their insights were used to assist the investigation of the more specific issues. Former NRC executive Jon Johnson was a part of that third team.
The first two teams performed interviews and observations during the weeks of June 4 and June 11, 2007. The third team assessing change at Ginna performed their assessment during the week of June 18, 2007. Results from
these efforts are being compiled and will be available for your review, upon request.
