NUCLEAR REGULATORY COMMISSION RECEIPT OF NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2, AND SURRY POWER STATION, UNIT NOS. 1 AND 2 RESPONSE TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS (TAC NOS. MD1603, MD1604, MD1637 AND MD1638)
Dear Mr. Christian:
The Nuclear Regulatory Commission (NRC) acknowledges the receipt of your responses on June 8, 2006 (Agencywide Document Access and Management System (ADAMS) Accession No. ML061590505) and May 31, 2007 (ADAMS Accession No. ML071520515) to Generic Letter 2006-03, Potentially Nonconforming Hemyc and MT Fire Barrier Configurations, (ADAMS Accession No. ML053620142). Under oath or affirmation, you have stated that North Anna Power Station, Unit Nos. 1 and 2, and Surry Power Station, Unit Nos. 1 and 2 do not rely on either the Hemyc or MT fire barrier system.
You have also submitted documentation under oath or affirmation that other 1 or 3-hour fire barriers that separate redundant safe shutdown trains located within the same fire area have either been designed and installed in accordance with current NRC guidance or have been qualified per applicable fire exposure (ASTM E-119) and hose stream tests at the time of installation. To address construction deviations from tested configurations identified at Kewaunee, you have committed to perform an engineering evaluation in accordance with the guidance contained in Generic Letter 86-10 to formally document the acceptability of the pull box configuration wrapped with 3M Interam E-50A mat at Kewaunee. Based on your responses, the basis for stating that these other fire barriers have been designed and installed in accordance with NRC guidance or are acceptable fire barrier systems, should be maintained on sites, and is subject to inspection during the normal NRC inspection process.
