MEETING TO DISCUSS THE NEW EMERGENCY NOTIFICATION SYSTEM -

INDIAN POINT NUCLEAR GENERATING STATION, UNITS 2 AND 3

Dear Mr. Dacimo:

The purpose of this letter is to inform Entergy that the NRC has scheduled a meeting on July 9, 2007, to discuss your actions associated with completing the installation and testing of the new Emergency Notification System (ENS) at the Indian Point Energy Center. The meeting will be held at the Colonial Terrace in Cortlandt Manor, New York, and will be open for public observation. Representatives from the Federal Emergency Management Agency (FEMA) will also attend the meeting. The meeting announcement can be viewed at the NRC public website http://www.nrc.gov/public-involve/public-meetings/index.cfm.

The NRC has reviewed your plans to comply with the NRCs Confirmatory Order and would like to discuss these activities at the meeting. The NRC committed to conduct this meeting in our letter denying your request for a second extension of the Confirmatory Order on April 13, 2007.

This meeting is being held to obtain the information necessary to enable the NRC to better understand the actions that Entergy has completed and planned for achieving compliance with the Confirmatory Order and to evaluate your response to our Notice of Violation. In addition, we intend to use the information gathered during this meeting to assist the NRC in deciding the need for additional regulatory action. Enclosure 1 provides specific topics for discussion at the meeting. Please be prepared to provide a presentation at the meeting to address these issues.

1. Status of commitments made in Entergys May 23, 2007, response to the April 23, 2007, Notice of Violation;
2. Interactions between Entergy and the Federal Emergency Management Agency to resolve concerns regarding new ENS performance as described in your June 13, 2007, letter;
3. Status of resolving county concerns regarding the new ENS system, including training plans and procedures;
4. Status of Entergy public outreach efforts relevant to the new ENS system;
5. Method used by Entergy to determine the satisfactory performance of individual sirens prior to declaring the system operational;
6. Method to be used by Entergy to declare functionality and operability for each mode of ENS operation;
7. Method to be used by Entergy to establish activation reliability prior to declaring the new ENS system operational;
8. Entergys program for maintaining activation reliability once the new ENS system is declared operational; and,
9. Entergy management involvement in the new ENS system since April 15, 2007.
