A.

Initial Prehearing Teleconference Schedule The participants are advised that the Licensing Board is available to conduct a telephone conference in this proceeding as follows:

Starting Date:

Wednesday, June 20, 2007, or Thursday, June 21, 2007 Starting Time:

9:00 a.m. Eastern Time (ET)

Currently, the Board anticipates that this conference should last no more than a half-day.

The Board requests that counsel for applicant PPL Susquehanna LLC (PPL) and the NRC staff and petitioner Eric Joseph Epstein confer and contact Licensing Board Panel law clerk Debra Wolf (301-415-6513) on or before Friday, June 15, 2007, and apprise her of which 1 If counsel for PPL or the staff who will be making a presentation during the conference call or Mr. Epstein is unavailable to take part on either of these dates, then the participants (1) should identify at least two other days/time periods the week of July 9, 2007, during which all participants would be available; and (2) contact Licensing Board Panel law clerk Debra Wolf to apprise her of those dates/time periods.

of these dates the participants would prefer.1 Thereafter, the Board will contact the participants regarding the call-in arrangements for this teleconference.

B.

Argument Time Allocations The allocation of time for the oral presentations by the participants in connection with petitioner Epsteins standing and the admissibility of each of his three contentions is as follows:

Mr. Epstein -- 15 minutes PPL -- 10 minutes Staff -- 10 minutes In the case of the Mr. Epstein, at the beginning of his presentation regarding standing and then for each contention, Mr. Epstein will be asked to specify how much of the 15 minutes he has been allotted for that presentation he wishes to reserve for rebuttal. Only one counsel for PPL and the staff will be permitted to make a presentation for that participant regarding standing or any particular contention.

2 Copies of this memorandum and order were sent this date by Internet e-mail transmission to (1) counsel for applicant PPL and the staff; and (2) petitioner Eric Joseph Epstein.

In making their arguments, the participants should bear in mind that the members of the Licensing Board will have read their pleadings. As such, they should focus their presentations on the critical points in controversy as those issues have emerged as a result of the various participant filings.
