Dear Chairman Klein:
I write this letter to add Scenic Hudson's voice, and those of its 20,000 members, in support of the call to have the Nuclear Regulatory Commission conduct an Independent Safety Assessment (ISA) on the Indian Point Nuclear facility in Westchester County, New York.
Our organization has worked for more than forty years to protect and preserve the Hudson Valley. We have been active participants in numerous judicial and administrative proceedings involving Indian Point over the past decades, primarily involving the plant's massive withdrawals of river water for cooling, and the attendant adverse impacts to the Hudson's fisheries. Indeed, we are current petitioners in the New York State Department of Environmental Conservation's administrative proceedings regarding Indian Point's state water-withdrawal permits. The majority of our supporters live in New York and the Hudson Valley within 50 miles of the plant.
We face many ongoing threats here in the valley, though none present as dramatic a threat to its people and environment as the possibility of an emergency incident at Indian Point.
Unfortunately, Indian Point's safety record over the past few years has done nothing to C=)
allay these fears, and indeed, it seems with every passing week new concerns arise.
Over just the past four years Indian Point has had a long litany of safety issues, includin'g---
more than thirteen unplanned outages, malfunctioning discharge valves, leaking alloy pipes, repeated failures of the emergency notifications sirens, and a variety of electrical ':"
problems affecting the steam generator and the main generator. In 2005, radioactive water was found to be leaking into groundwater from Unit two, and in March 2006 it wasi revealed that Unit one's spent fuel pool was leaking strontium-90 into groundwater and ""
the Hudson River' in May Entergy confirmed that an underground "sump" beneath Unit-J one contained nearly 15,000 gallons of water containing strontium-90 and cesium-137.
Given Indian Point's recent filing of an application for relicensing, the need for an ISA is of paramount importance. Unfortunately, as is well documented, the older a nuclear plant gets, the more likely it is to incur operational and safety issues.
Prior to assuming my position here at Scenic Hudson, I was the Commissioner of the Department on Environmental Protection in the State of Maine, serving under Governor Angus King. It was during that time that an ISA was conducted at Yankee Nuclear at Governor King's request. The reasons to now conduct such an assessment at Indian Point are no less compelling than those present in that case. Indeed, given Indian Point's location within 25 miles of New York City, and within the greater metropolitan region, there is a greater urgency here.
We understand that Governor Spitzer has personally requested an ISA at Indian Point.
To that request we add our 20,000 voices.
