07-0360A Attention: Document Control Desk NL&OS/ETS RO Washington, D.C. 20555 Docket Nos. 50-3381339 License Nos. NPF-417 VIRGINIA ELECTRIC AND POWER COMPANY (DOMINION)

NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED LICENSE AMENDMENT REQUEST ADDITION OF LC0 3.0.8 - INOPERABILITY OF SNUBBERS USING THE CONSOLIDATED LINE ITEM IMPROVEMENIT PROCESS (CLIIP)

CORRECTION OF REFERENCE DATES In a May 21, 2007 letter (Serial No.07-360), Dominion requested amendments, in the form of changes to the Technical Specifications (TS) to Facility Operating License Numbers NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2, respectively.

The proposed amendment would modify TS requirements for inoperable snubbers by adding LC0 3.0.8. The proposed change is consistent with NRC-approved Revision 4 to Technical Specification Task Force (TSTF) Standard Technical Specification Change Traveler, TSTF-372, "Addition of LC0 3.0.8, Inoperability of Snubbers." In the May 21, 2007 submittal, Dominion incorrectly referenced the applicable Federal Register volume, page number and date.

Instead the ADAMS Notice of Availability was inadvertently used and provided as the date of availability for the model application, safety evaluation, and environmental evalua.tion. The correct Federal Register date, volume and page number reference for the notice of availability including the model application, safety evaluation and environmer~tal evaluation are May 4, 2005 and 70 FR 23252.

Dominion continues to request approval of the license amendments by October 31, 2007 with a 90-day implementation period.

If you have any questions or require additional information, please contact Mr. Thomas Shaub at (804) 273-2763.
