ACCEPTABILITY OF THE HADDAM NECK PLANT GROUNDWATER MONITORING PLAN
Dear Mr. Norton:
This letter responds to your staffs request for the U.S. Nuclear Regulatory Commission (NRC) staff evaluation of the acceptability of the Groundwater Monitoring Plan, for the Haddam Neck Plant (HNP), near East Hampton, Connecticut, license number DPR-061.
NRC staff has completed its review of the Connecticut Yankee Power Companys (CYAPCO)
Groundwater Monitoring Plan (Plan), Revision 3, for the HNP (letter dated March 21, 2007), and has concluded that the Plan is acceptable to use to demonstrate compliance with the License Termination Plan (LTP). CYAPCO must still complete groundwater monitoring in accordance with the Plan, and demonstrate that the dose from all sources (i.e. ground water and soil) meet the LTP requirements. This must be done so that the survey units in groundwater affected areas can be evaluated for compliance with the radiological criteria for unrestricted release or be released from the site.
In accordance with 10 CFR Part 2.390 of NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in NRC Public Document Room, or from the Publically Available Records component of NRCs Agency-wide Document Access Management System (ADAMS).
