DONALD C. COOK NUCLEAR POWER PLANT, UNIT 2 NOTIFICATION OF NRC INSPECTION AND REQUEST FOR INFORMATION
Dear Mr. Nazar:
On September 4, 2007, the NRC will begin an inspection of the replacement reactor vessel head preservice records (NRC Procedure 71007, Reactor Vessel Head Replacement Inspection) at the Donald C. Cook Nuclear Power Plant, Unit 2. This on-site inspection is scheduled to conclude on September 7, 2007.
It is expected that this inspection will be resource intensive both for the NRC inspector and your staff. In order to minimize the impact to your on-site resources and to ensure a productive inspection for both sides, we have enclosed a request for documents needed for this inspection. It is important that all of these documents are up to date and complete in order to minimize the number of additional documents requested during the inspection. These documents are needed by the inspector upon arrival at the site on September 4, 2007.
We have discussed the detailed schedule for these inspection activities with your staff and understand that our regulatory contact for this inspection will be Mr. R. Meister of your organization. Information to be Provided at the Entrance Meeting The following information is requested to be provided to the inspector at the entrance meeting on September 4, 2007. If you have any questions regarding this information, please call the inspector as soon as possible.
1)
Copy available (at document review location) of the applicable Edition/Addenda for the ASME Code Sections III, V, XI, and Code Cases applicable to preservice examinations of the replacement head.
2)
Copy of the receipt inspection checklist used to confirm lack of shipping damage to the replacement head. Additionally, the inspector requests to observe any licensee staff examinations of the head which occur during the onsite inspection weeks.
3)
Copy of Contract, Design Specification and/or Purchase Order Sections identifying the required preservice examinations to be completed for the replacement head. Also, provide copy of the applicable vendor process control sheets which document completion of the head preservice examinations including those which serve as baseline examinations for NRC Order 03-009.
4)
Copy of the as-built drawings for the replacement head, including control rod drive mechanism housings with weld fabrication and nondestructive examination (NDE) details.
5)
Index with short description of the preservice examination records for the replacement head assembly including access to these records and a radiographic film reader.
6)
Copies of Section XI replacement head preservice examination records including preservice volumetric examination records for the penetration nozzle-to-head J-groove welds which may be used as baseline inspections for subsequent examinations required by NRC Order EA-03-009. Additionally, a copy of the hydrostatic test record for the replacement vessel head.
7)
Index with short description of the Audit/Surveillance reports (including the communication issue resolution sheets) related to the replacement head preservice examinations (e.g. NDE staff qualifications, procedures, in-process NDE observations, etc) and an index with short description of audit or surveillance report findings with a copy of the associated nonconformance reports or condition reports.
