SUMMARY
FOR MAY 14, 2007-INTERNAL MEETING OF THE BROWNS FERRY UNIT 1 RESTART PANEL AND RECOMMENDATION FOR RESTART-DOCKET NO. 50-259 On May 14, 2007, the Nuclear Regulatory Commission (NRC) held a meeting via teleconference of the NRC Browns Ferry Unit 1 (BF1) Restart Oversight Panel to discuss the Panels recommendation for restart of BF1. The Panel was established in accordance with NRC Inspection Manual Chapter (IMC) 2509, Browns Ferry Unit 1 Restart Project Inspection Program. The purpose of IMC 2509 is to provide the policies and requirements for the restart inspection program, the BF1 Restart Oversight Panel, and the documentation of the major regulatory and license actions associated with the restart. In addition, the IMC provides guidance for assessing the licensees readiness for restart and the return of the unit to the Reactor Oversight Process (ROP). The Restart Panel was established via a charter issued on October 13, 2005. The purpose of this meeting was to review and discuss TVAs Completion of Unit 1 Restart Issues Letter dated May 12, 2007 and provide a recommendation for restart of BF1. All Panel members were present during the meeting and voted unanimously to recommend that the Regional Administrator, in consultation with the Director of NRR and the Executive Director for Operations, authorize the restart of Browns Ferry Unit 1. contains a list of panel members participating in the May 14, 2007, meeting and other NRC attendees. Enclosure 2 contains the Inspection Plan and Schedule Report.
