Calvert Cliffs Nuclear Power Plant Special Report: Noncompliance with Effluent Limitations On May 1, 2007, at 3:16 pm, Calvert Cliffs Nuclear Power Plant personnel identified that 11 Waste Neutralizing Tank was leaking at a rate of approximately one gallon per minute. The tank contained waste water that had not yet been neutralized. The leaking waste water had a pH of 1. The leaking waste water spilled on the ground and entered the storm water system.

Approximately 750 gallons of the leaking waste water entered the storm water system. The storm water piping discharges into the non-contact cooling water system leading to the Chesapeake Bay. Thus, the leakage was diluted by 2,400,000 gallons per minute of non-contact cooling water prior to entering the Bay. As a result of the dilution volume, there was no impact to the environment.

The cause of the leak was the failure of a weld on the tank's sample line. The duration of the discharge to the storm water system was approximately three hours after the leak was detected. The discharge to the storm water system was stopped when the leakage was diverted, captured, and contained. The remaining contents of the tank were neutralized and the tank was then discharged in accordance with the National Pollutant Discharge Elimination System permit.

The tank is empty and will remain out-of-service until repaired. There is no accelerated or additional monitoring, as the nature and impact of the discharge had been determined.
