MEETING SUMMARIES: CATEGORY 1 PUBLIC MEETINGS WITH TENNESSEE VALLEY AUTHORITY (TVA) - BROWNS FERRY UNIT 1 RECOVERY STATUS AND DISCUSSION OF OPERATIONAL READINESS ASSESSMENT TEAM (ORAT) INSPECTION RESULTS
Dear Mr. Swafford:
This refers to the public meeting conducted at the Tennessee Valley Authority (TVA) Browns Ferry Training Center in Athens, AL on May 2, 2007. The purpose of the meeting was to discuss the oversight of the Browns Ferry Unit 1 (BF1) Restart Project Status by the Restart Oversight Panel. The panel was established in accordance with NRC Inspection Manual Chapter (IMC) 2509, Browns Ferry Unit 1 Restart Project Inspection Program. The purpose of IMC 2509 is to provide the policies and requirements for the restart inspection program, the BF1 Restart Oversight Panel, and the documentation of the major regulatory and license actions associated with the restart. In addition, the IMC provides guidance for assessing the licensees readiness for restart and the return of the unit to the Reactor Oversight Process (ROP). The Restart Panel was established via a charter issued on October 13, 2005.
Discussions during this meeting included the following topics: Browns Ferry Restart History; Restart Oversight Program; Licensing; Inspection; and Restart Process. Enclosure 1 contains a list of attendees for this meeting. Enclosure 2 contains the presentation material used by the NRC to discuss the activities of the Restart Oversight Panel.
In addition, the ORAT completed the readiness inspection at Browns Ferry on April 28, 2007 and briefed the Panel on the results of the inspection on April 30, 2007. The team concluded that TVA has adequately prepared Browns Ferry for a return to three unit operation as discussed during the public exit on May 2, 2007, at the TVA Browns Ferry Training Center in Athens, AL. The Restart Oversight Panel will consider the results of the ORAT inspection and continue to provide oversight to ensure that Browns Ferry is operationally ready to restart as a multi-unit site. Enclosure 3 contains a list of attendees for this meeting.
