MONTICELLO NUCLEAR GENERATING PLANT CONFIRMATION OF INITIAL RETAKE OPERATOR LICENSE EXAMINATION

Dear Mr. Conway:

In a letter dated March 21, 2007 (L-MT-07-023), your staff requested we schedule an initial license operator re-take written examination in October 2007. We have scheduled the requested re-take examination in accordance with your request. The re-take examination has been scheduled to be administered by your staff at the Monticello Nuclear Generating Plant during the week of October 1, 2007. If we discover that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. Please inform us at your earliest opportunity if you discover you need to change the scheduled date for the examination.

The NRC understands that your staff will prepare the re-take examination based on the guidelines in Revision 9 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors. In your letter you requested waivers for all parts of the operating test and the reactor operator portion of the written examination. We have reviewed the re-take applicants performance on the written examination and operating test administered in February 2007 and have determined that waivers for those portions of the re-take examination may be granted.

Please request the waivers on the applicants license application, and the waivers will be granted at that time. Because these waivers are being granted, only the 25-question Senior Reactor Operator portion of the written examination needs to be developed.

To meet the above schedule, it will be necessary for your staff to furnish the examination outline by June 25, 2007. The proposed examination and supporting reference materials identified in Attachment 2 to ES-201 will be due by August 27, 2007. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the outline and examination before they are submitted to the NRC for review and approval. All materials shall be complete and ready-to-use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked.

Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examination to be re-scheduled.

J. Conway The NRCs regional office will discuss with your staff any changes that might be necessary before the examinations are administered. Appendix E to NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examination is being administered.

After any necessary changes to the proposed examination are completed, a supplementary letter will be sent to the plants training department shortly before the examination date, authorizing administration of the approved written examination. The chief examiner assigned to this re-take examination is Mr. D. McNeil, Senior Operations Engineer.

To permit timely NRC review and evaluation, your staff should submit a preliminary senior reactor operator license application (Office of Management and Budget (OMB) approval number 3150-0090), medical certification (OMB approval number 3150-0024), and the waiver requests (OMB approval number 3150-0090) at least 30 days before the first examination date.

If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). These information collections were approved by OMB, under approval number 3150-0018, which expires on June 30, 2009.
