DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 90-DAY RESPONSE TO NRC GENERIC LETTER 2007-01 INACCESSIBLE OR UNDERGROUND POWER CABLE FAILURES THAT DISABLE ACCIDENT MITIGATION SYSTEMS OR CAUSE PLANT TRANSIENTS This letter provides South Carolina Electric & Gas Company's (SCE&G) 90-day response to the subject generic letter for V. C. Summer Nuclear Station (VCSNS). Responses to the requested information are provided.
- 1.
Provide a history of inaccessible or underground power cable failures for all cables that are within the scope of 10 CFR 50.65 (the Maintenance Rule) and for all voltage levels.
Indicate the type, manufacturer, date of failure, type of service, voltage class, years of service, and the root causes for the failure.
Response
Work Order databases were researched for power cable failures that are within the scope of the Maintenance Rule. The results of this research have determined that there have been no failures of inaccessible or underground power cables within the scope of 10 CFR 50.65 at VCSNS.

Describe inspection, testing and monitoring programs to detect the degradation of inaccessible or underground power cables that support EDGs, offsite power, ESW, service water, component cooling water and other systems that are within the scope of 10 CFR 50.65 (the Maintenance Rule).
Response
- 1. 7.2 kV and 480 volt motors and their respective cables are periodically meggered under the station's preventative maintenance (PM) program using EMP-295.000 series Electrical Maintenance Procedures.
- 2. 480 volt motors powered from motor control centers and their respective cables are periodically meggered under the station's preventative maintenance (PM) program using Electrical Maintenance Procedure EMP-280.004 and Surveillance Test Procedures STP-502.005 and STP-508.003.

- 3. Underground cables supplying power for Service Water system loads (7.2 kV switchgear XSW1 EA and XSW1 EB) are meggered every 4 th refueling outage. This activity is performed using Electrical Maintenance Procedure EMP-405.018.
- 4. Electrical bus feed cables from the diesel generators are meggered every 2 years using Electrical Maintenance Procedure EMP-245.006.
- 5. Power cables that support off-site power are periodically meggered as part of transformer service tests using Electrical Maintenance Procedures EMP-280.010, EMP-280-011, EMP-280-012, and EMP-280.013.
An additional off-site power supply with underground cables was added to the facility in the fall of 2006. An inspection and testing monitoring program for this off-site power supply will be evaluated for development in the future.
- 6. Inspection and monitoring of underground power cable manholes are performed monthly using Civil Maintenance Procedure CMP-700.013. During these inspections, manholes are pumped out as needed. Additionally, manholes with permanently installed sump pumps have their motors operationally checked during this PM.
