ASSESSMENT FOLLOWUP LETTER - PERRY NUCLEAR POWER PLANT
Dear Mr. Pearce:
On May 1, 2007, the NRC staff completed, as part of our continuous review, an update of our assessment of the Perry Nuclear Power Plant. The assessment evaluated performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility. This letter supplements, but does not supercede, our end-of-cycle assessment and Confirmatory Action Letter closure/action matrix transition letters issued on March 2, 2007.
Our review of the Perry Nuclear Power Plant identified that you have crossed the threshold from Green to White for the Emergency AC Power Systems mitigating systems performance index. Specifically, the January 2007 failure-to-run of the emergency diesel generator, in which the continued operation for the engines mission time could not be assured without operator intervention due to a coolant leak, in addition to previous diesel generator performance issues, caused the PI to cross into the White region.
As a result, we have assessed Perry Nuclear Power Plant performance to be within the Regulatory Response column of the NRCs Action Matrix. Therefore, we plan to conduct Supplemental Inspection 95001, "Inspection for One or Two White Inputs in a Strategic Performance Area," following completion of your root cause analysis and implementation of corrective actions. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of cause and condition are identified, and the corrective actions are sufficient to prevent recurrence.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
