COMANCHE PEAK STEAM ELECTRIC STATION, UNITS 1 AND 2 - NRC RECEIPT OF TXU GENERATION COMPANY LP RESPONSE TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS (TAC NOS. MD1566 AND MD1567)
Dear Mr. Blevins:
The Nuclear Regulatory Commission (NRC) acknowledges the receipt of your response dated June 8, 2006 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML061660092), to Generic Letter 2006-03, Potentially Nonconforming Hemyc and MT Fire Barrier Configurations. Under oath or affirmation, you have stated that your nuclear power plant does not rely on either the Hemyc or MT fire barrier system as a 1 or 3-hour fire barrier that separates redundant safe shutdown trains in the same fire area. You do acknowledge that Hemyc is used as a radiant energy shield (RES) in the containment to comply with the plants licensing basis. Based on a phone call with your staff on April 18, 2007, you stated that TXU Generation Company LP has completed an evaluation of the Hemyc RES and has determined that based on the requirements of the Comanche Peak Steam Electric Station, Units 1 and 2 (CPSES), licensing basis and the additional guidance provided by Generic Letter 86-10, the Hemyc blanket used at CPSES is an acceptable RES material.
You have submitted documentation under oath or affirmation that other 1 or 3-hour fire barriers that separates redundant safe shutdown trains located within the same fire area have been designed and installed in accordance with current NRC guidance. Based on your response, the NRC staff expects that the basis for stating that this other fire barrier has been designed and installed in accordance with NRC guidance should be maintained on site, and will be subject to inspection during the normal NRC inspection process.
You have verbally acknowledged that you have completed the tests committed in your response dated June 8, 2006; and will provide the NRC your report of completion of tests by December 31, 2007.
