Dear Mr. Epstein:

This letter is in reference to the petition for rulemaking that you filed with the Nuclear Regulatory Commission (NRC). The petition was docketed pursuant to 10 CFR 2.802 to recognize your request for amendment to the Commissions regulations. The petition was docketed on April 17, 2007, and has been assigned Docket Number PRM-50-85. Your petition requested that the NRC amend its regulations regarding emergency preparedness to require that all host school pick-up centers be at a minimum distance of five to ten miles beyond the radiation plume exposure boundary zone.
