OF TELEPHONE CONFERENCE CALL HELD ON MARCH 13, 2007, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., CONCERNING THE VERMONT YANKEE NUCLEAR POWER STATION LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc., held a telephone conference call on March 13, 2007, to discuss and clarify exceptions to the Fire Protection Program aging management program as stated in the Vermont Yankee Nuclear Power Station license renewal application. The telephone conference call was useful in clarifying the staffs concerns with the exceptions. provides a listing of the participants and Enclosure 2 contains a listing of the exceptions discussed with the applicant, including a brief description on the status of the items.

Enclosure 2 REQUESTS FOR ADDITIONAL INFORMATION VERMONT YANKEE NUCLEAR POWER STATION LICENSE RENEWAL APPLICATION MARCH 13, 2007 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc., held a telephone conference call on March 13, 2007, to discuss and clarify the following exceptions to the Fire Protection Program aging management program as stated in the Vermont Yankee Nuclear Power Station (VYNPS) license renewal application (LRA).
Exception 1 This program is not necessary to manage aging effects for halon protection system components.
Discussion: This exception was to the Scope of Program attribute in NUREG-1801,Section XI.M26, Fire Protection. Based on the discussion with the applicant, the staff indicated that the exception requires clarification. The staff position is that functional testing of the carbon dioxide (CO2) system is necessary. The applicant agreed to revise its LRA to address functional testing of the CO2 system.
Exception 2 The NUREG-1801 program states that 10% of each type of penetration seal should be visually inspected at least once every refueling outage. The VYNPS program specifies inspection of approximately 25% of the seals (regardless of seal type) each operating cycle, with all accessible fire barrier penetration seals being inspected at least once every four operating cycles.
Discussion: This exception was to the Detection of Aging Effects attribute in NUREG-1801,Section XI.M26, Fire Protection. Based on the discussion with the applicant, the staff indicated that the exception requires clarification. The staff position is that all fire barrier penetration seals need to be inspected, not just the accessible ones. The applicant agreed to revise its LRA to address the inspection of all fire barrier penetration seals.
