APPENDIX E, NEI 03-12, TEMPLATE FOR THE SECURITY PLAN AND TRAINING AND QUALIFICATION PLAN [AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY PROGRAM]
Dear Mr. Heymer:
In your August 18, 2006 letter, you requested the U.S. Nuclear Regulatory Commission (NRC) staff to review and endorse Appendix E, Additional Security Measures for Operating Reactors During Construction of New Reactor Plants within the Owner-Controlled Area, of the NEI 03-12, generic security plan template.
The NRC staff met with NEI and industry representatives of the New Plants Security Task Force (NPSTF) on several occasions to discuss Appendix E. We understand that Appendix E is intended to identify enhanced security measures at existing power reactor sites when new plant construction is ongoing within the owner-controlled area, and includes a generic approach to maintain a level of physical protection equivalent to the requirements of Title 10 of the Code of Federal Regulation (10 CFR), Section 73.55.
We have found that implementation of the proposed security measures in Appendix E (Enclosure) Revision 1 dated March 26, 2007, with site-specific details, would be an acceptable method to comply with the requirements of 10 CFR 73.55. We wish to note that Appendix E does not preclude licensees from incorporating additional security measures to address site-specific issues in accordance with NRC regulations. After discussion with your staff, Appendix E has been identified as Revision 5. Upon completing the Appendix E bracketed site-specific security measures, licensees must handle this appendix as safeguards information in accordance with 10 CFR 73.21.
