BYRON STATION, UNIT NOS. 1 AND 2, AND BRAIDWOOD STATION, UNITS 1 AND 2 - NRC GENERIC LETTER 2006-01: STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NO. MD0066, MD0067, MD0068, AND MD0069)

On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications

[TSs], (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that the addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.

By letter dated February 16, 2006, Exelon Generation Company, LLC (the licensee), submitted a response to GL 2006-01 (ADAMS Accession No. ML060480524) for Byron Station, Unit Nos. 1 and 2 (Byron), and Braidwood Station Units, 1 and 2 (Braidwood). This response stated that by application to the NRC dated November 25, 2005 (ADAMS Accession No. ML053320304), the licensee requested changes to the TSs for Byron and Braidwood to adopt the alternative TS requirements for ensuring SG tube integrity. The new TSs were modeled after TS Task Force Traveler No. 449, (TSTF-449), Steam Generator Tube Integrity, (ADAMS Accession No. ML051090200). The original application was supplemented by letters dated August 18 (ADAMS Accession No. ML062400348) and September 28, 2006 (ADAMS Accession No. ML062710559), February 15 (ADAMS Accession No. ML070470133), February 23 (ADAMS Accession No. ML070540421), and March 7, 2007 (ADAMS Accession No. ML070670126). On March 30, 2007, the NRC staff issued Amendment Nos. 150 and 144 to the Byron and Braidwood Facility Operating License which approved new SG TSs (ADAMS Accession No. ML070810354).

M. C. Crane The NRC staff finds the licensees adoption of new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the NRC staffs efforts on TAC Nos.
