MILLSTONE POWER STATION UNIT 3 SUPPLEMENTAL INFORMATION REGARDING REQUEST IR-2-47 FOR USE OF WELD OVERLAYS AS AN ALTERNATIVE REPAIR TECHNIQUE This letter provides in enclosure a proprietary and non-proprietary version of the Millstone Power Station Unit 3 weld overlay qualification reports that are associated with a Dominion Nuclear Connecticut, Inc. (DNC) Request IR-2-47.
This supplemental information supports the DNC request for alternative requirements to apply dissimilar metal weld overlays for repair/replacement activities and scheduled preemptive weld overlays in DNC letters dated October 17, 2006, and March 28, 2007. The reports in Enclosures 1 and 2 also satisfy a DNC commitment from the request, dated October 17, 2006, to provide the design information on the weld overlays.
Enclosed are:
- 1. One copy of WCAP-16734-NP, Rev. 0 "Millstone Unit 3 Pressurizer Safety, Relief, and Surge Nozzles Structural Weld Overlay Qualification," dated March 29, 2007 (Non-Proprietary).
- 2. One copy of WCAP-16734-P, Rev. 0 "Millstone Unit 3 Pressurizer Safety, Relief, and Surge Nozzles Structural Weld Overlay Qualification," dated March 29, 2007 (Proprietary).
Also enclosed (within Enclosure 2) is a Westinghouse authorization letter CAW-07-2262 with affidavit, Proprietary Information notice, and Copyright Notice. contains information proprietary to Westinghouse Electric Company LLC. It is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.390 of the Commission's regulations.
