NRC Performance Goals Safety: Ensure protection of public health and safety and the environment Security: Ensure the secure use and management of radioactive materials Openness: Ensure openness in our regulatory process Effectiveness: Ensure that NRC actions are effective, efficient, realistic, and timely Management: Ensure excellence in agency management to carry out the NRCs strategic objective

Reactor Oversight Process 3 Strategic Performance Areas are divided into 7 Cornerstones of Safety Findings and Performance Indicators are assigned a Cornerstone Findings can be assigned a cross-cutting aspect, which is a causal factor for the performance deficiency Substantive Cross-Cutting Issues can be determined if there are numerous findings with a common cross-cutting aspect or theme Human Performance, Problem Identification and Resolution, and Safety Conscious Work Environment

ermi Assessment Activities January 1 - December 31, 2006 Refueling Outage March 24 - May 11 NRC Special Inspection Initiated on August 29 in response to the identification of undersized control power transformers, which rendered all four EDGs inoperable Inspection of Permanent Plant Modifications conducted July 17 - Aug 3 (IR 2006-011)

Fermi Assessment Results 1st Quarter 2nd Quarter 3rd Quarter 4th Quarter Licensee Licensee Licensee Licensee Response Response Response Response Plant performance for all four quarters of the assessment period was within the Licensee Response Column of the Action Matrix Substantive cross-cutting issue in the area of Problem Identification and Resolution was opened on August 31 Ineffective evaluations in the Corrective Action Program Substantive Cross-cutting issue has been closed as a result of adequate corrective actions by the licensee Regulatory Actions:

14 Green Non-Cited Violations (NCV)

nnual Assessment Summary January 1 - December 31, 2006 Detroit Edison operated Fermi 2 in a manner that preserved public health and safety All cornerstone objectives were met with no greater than Green findings or performance indicators identified during the assessment period NRC plans baseline inspections at Fermi 2 for the CY2007 assessment period Component Design Basis Inspection: June 25 - July 27 Problem Identification and Resolution: Aug 27 - Sep 14
