PERRY NUCLEAR POWER PLANT LAKE COUNTY PERMIT NO. 31B00016 MAINTENANCE DISCHARGE Ms. Liz Ryan, Nuclear Specialist FirstEnergy Nuclear Operating Company I

Perry Nuclear Power Plant MAR 13200 10 Center Road Perry, OH 44081

Dear Ms. Ryan:

This office has reviewed your correspondence dated October 7, 2006, requesting approval for an essential maintenance discharge. We understand that essential maintenance is planned to be performed on the Perry Nuclear Power Plant circulating water system during a refuel outage scheduled to begin March 2007.

Approximately 468,207 gallons will be pumped to the storm drain systems on the east side of the plant, and an additional 169,529 gallons of water will be pumped to a storm water impoundment on the west side of the plant. The letter indicates the quality of the water to be discharged will be in compliance with the effluent limits described in the facility's current permit for ouffall 31B00016004. Based on our review of the information provided, this office has no objection to the course of action outlined in your correspondence.

This office recommends draining the system over an extended period in order to minimize any impact the additional flow may have on the streams.

Should you have any comments or questions concerning this letter, please feel free to call me at (330) 963-1143.

Respectfully, Michael W. Stevens Environmental Engineer Division of Surface Water MWS/mt 0
