STP Nuclear Operating Company (STPNOC) hereby withdraws the referenced proposed amendment to South Texas Project Unit 1 Operating License NPF-76. The proposed amendment would have extended on a one-time basis the Allowed Outage Time (AOT) for an inoperable Unit 1 Train B Essential Cooling Water System, and its associated supported systems, for an additional 7 days.

Unit 1 Train B ECW was declared inoperable on January 21, 2007 to disassemble the pump and perform planned corrective and preventive maintenance. While inspecting the pump motor, STPNOC found excessive axial movement in the pump motor shaft. Resolution of this condition required corrective maintenance that was not in the original planned scope and presented challenges to STPNOC's ability to restore Unit 1 Train B to operable status before the allowed outage time (AOT) would have expired. Therefore, STPNOC began preparation of an emergency License Amendment Request (LAR) to extend the AOT for an additional 7 days. As part of STPNOC's emergency LAR preparation, a draft copy of the LAR was provided to the staff. However, repair and return to service of the ECW pump were successfully completed within the existing AOT; therefore an amendment request was not needed.
