Subject:
Supplemental Response to Generic Letter 2003-01, "Control Room Habitability" for the Perry Nuclear Power Plant (TAC No. MB9839)
In a response to Generic Letter 2003-01, "Control Room Habitability," for the Perry Nuclear Power Plant (PNPP) dated May 30, 2006 (PY-CEI/NRR-2970L), the FirstEnergy Nuclear Operating Company established the following regulatory commitment.
"[Technical Specification Task Force] TSTF-448 identifies methods and frequencies for periodic tracer gas testing and control room integrity assessments. The final version of TSTF-448 will be evaluated. Based on the results of that evaluation:
- 2) an appropriate alternative program including periodic tracer gas testing and control room integrity assessments will be implemented."
In a Federal Register Notice dated January 17, 2007, the Nuclear Regulatory Commission published a Notice of Availability of a Technical Specification improvement to modify requirements regarding control room envelope habitability using the Consolidated Line Item Improvement Process (CLIIP). The CLIIP endorsed Revision 3 of TSTF-448.
Based on the evaluation of Revision 3 of TSTF-448, the above commitment is being revised.
Modifications to the PNPP Technical Specifications will be requested based on TSTF-448. Any PNPP-specific changes or variations will be identified in the submittal, per the guidance in the Federal Register Notice. Submittal of the amendment request is anticipated in the third quarter of 2007.
