Watchstanding Proficiency
Dear Mr. Roe:
Thank you for your letter of December 21, 2006, regarding the Nuclear Regulatory Commission staffs position with respect to licensed operator watchstanding proficiency. We acknowledge that the industry is in general agreement with the staffs position outlined in the minutes from our September 28, 2006, meeting (ML062780425). Moreover, we share your concern that any guidance on this matter must not create a burden that might discourage facility licensees from staffing their control rooms with any more than the minimum number of operators required by the regulations and technical specifications.
I assure you that we are taking your specific comments into consideration while developing a supplement to Revision 9 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, that will further clarify our position on this subject. My goal is to issue the draft supplement for public comment by the end of April 2007. I encourage the Nuclear Energy Institute and its constituents to provide additional comments at that time.
