SURRY POWER STATION UNITS 1 AND 2 WITHDRAWAL OF PROPOSED TECHNICAL SPECIFICATIONS CHANGE REQUEST CONCERNING SPENT FUEL CASK LOADING REQUIREMENTS On February 14, 2006, Dominion requested amendments, in the form of changes to the Technical Specifications (TS) to facility operating license numbers DPR-32 and DPR-37 for Surry Power Station Units 1 and 2. The proposed changes were to add a requirement to the 10 CFR 50 licenses to restrict the minimum cooling time and burnup of spent fuel assemblies that were to be placed into storage in the NUHOMS HD spent fuel dry storage system at Surry. Due to the NRC's direct final rule altering 10 CFR 50.68 (71 FR 66648, effective January 30, 2007) concerning criticality control of fuel within dry storage casks in a spent fuel pool, Dominion no longer requires the requested TS changes. This letter formally withdraws the Dominion proposed TS change request contained in our February 14, 2006 letter (Serial No.06-087).
