OF JANUARY 23, 2007, PRE-APPLICATION MEETING WITH FIRSTENERGY NUCLEAR OPERATING CO. (FENOC), ON DAVIS-BESSES PROPOSED LICENSE AMENDMENT REQUEST FOR MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE (TAC NO. MD3991)

On January 23, 2007, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FirstEnergy Nuclear Operating Company (FENOC), the licensee for Davis-Besse Nuclear Power Station (Davis-Besse), Unit No. 1, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Davis-Besses proposed license amendment request for measurement uncertainty recapture (MUR) power uprate to be submitted during the first quarter of 2007.

The licensee presented information concerning their planned 1.63-percent MUR power uprate application. The licensees presentation covered various aspects of the proposed license amendment request to increase the plant rated thermal output by taking advantage of the increased accuracy of the Caldon Leading Edge Flow Meter (LEFM). The presentation covered the proposed technical specification (TS) and high flux setpoint changes, flow meter operability issues, and the license amendment schedule considerations.

One member of the public was in attendance, representing Progress Energy. The member of the public chose not to complete the Public Meeting Feedback Form, which was made available at the meeting.
