(DEK), Dominion Nuclear Connecticut, Inc. (DNC) and Virginia Electric and Power Company (Dominion) Semi-Annual Fitness-For-Duty (FFD) Program Performance Data report for July 1, 2006 through December 31, 2006. This report is submitted pursuant to 10 CFR 26.71 (d). includes summaries of management sanctions imposed, actions completed to improve the program, events reported to the NRC, and our random testing rate. Attachment 2 contains the standard FFD data forms for lnnsbrook Technical Center (Corporate), Kewaunee Power Station, Millstone Power Station, North Anna Power Station, Surry Power Station, Westinghouse Electric Company and Institute of Nuclear Power Operations (INPO).
Also, during an internal audit of the FFD program, a clerical error in the stated screening criteria for marijuana was discovered on the submitted FFD Program Performance Data Sheet for DEK for the period of January 1, 2006 through June 30, 2006. Attachment 3 provides a corrected page with the cutoff criteria for marijuana that was actually used during the report period.

SUMMARY
OF MANAGEMENT SANCTIONS IMPOSED JULY 1 THROUGH DECEMBER 31,2006 DOMINION EMPLOYEES RANDOM TESTS (Resulted in suspension of unescorted access authorization, referral to EAP for treatment, and placement in follow-up testing program.)
Confirmed positive test for alcohol Confirmed positive test for illegal drug FOR-CAUSE TESTS (Resulted in suspension of unescorted access authorization, referral to EAP for treatment, and placement in follow-up testing program.)
Confirmed positive test for alcohol CONTRACTOR EMPLOYEES RANDOM TESTS (Resulted in denial of unescorted access authorization. In one case a participant presented an initial specimen with a low temperature, 86 degrees. The observed specimen, collected as an "Other" test, was found to be positive for an illegal drug, marijuana. This participant was determined to have failed to cooperate 1 refusal to test by virtue of the low temperature which reflects a reason to believe this participant may have altered or substituted the initial urine specimen.)

PRE-ACCESS TESTS (Resulted in denial of unescorted access authorization. In 3 cases below, the samples tested positive for 2 substances - 2 pre-access and 1 for-cause individual tested positive for marijuana and cocaine. Both substances are separately included in the breakdown of the confirmed positive test portion of the FFD data forms.)
Confirmed positive test for illegal drug 35 (1 sample, originally collected as a pre-access test was determined to be dilute by the MRO, who ordered an observed recollection. This sample was recollected as an "Other" test and confirmed positive for marijuana.)
