I think it would be improper for you to possess our security seals. It would be better if DEC could come to IPEC and one of our resident inspectors can deliver the seals directly to DEC.

We can certainly do this..

In you concur, possibly Greg Bowman can give us (on the morning of the sample exercise) the correct number of NRC/Orise Tamper Proof Seals, and we will then promptly drive them to Alex Czuhanik of the State DOH (and Dave Winslow of GZA) who will be the regulatory observer and vendor technical consultant representatives for this USGS offsite split sample exercise.

I don't know if there is any perceived conflict of interest, or appearance of "compromise" (from your NRC perspective) if Greg gave us 4 NRC Tamper Proof seals in advance of the sampling exercise and we then transported them directly to the State (Alex).

As a defense in depth QA check, we could have Alex Czuhamich directly phone call Greg from the field location, and acknowledge he is in receipt of the NRC Tamper seals (and they are all accounted for).

If you agree with this approach can you so e-mail Greg, Alex, and us, and we will proceed accordingly.

Ron, That transfer process should be acceptable. I'll leave it up to the NRC to make the final call.

USGS SPLITS I just spoke with John White and NRC has changed their minds on the USGS wells. Originally they were not going to ask for splits.

However, he has now asked that DEC observe and take custody of splits from all of the wells for them, and turn them over to the resident inspectors at the site.

So, we now need bottles from the site for three-way splits for all of the USGS Wells and C-of-C's for transfer to the NRC, and Alex will have to arrange to hand over their splits before coming back to Albany.
