Gentlemen, Despite our repeated requests, and despite numerous assurances from Entergy to the contrary, we are still not being notified prior to sampling of wells for which we have repeatedly stated we want to have personnel on-site to observe sample collection. Occasionally I have received notification of a few working days prior to planned sample collection, but as repeatedly explained via e-mail, phone conversations, and face to face discussions, that is usually not enough time to re-arrange staff schedules for multi-day trips from Albany to Buchanan. I have repeatedly stated that, due to the travel distance involved, the often fluid nature of scheduling environmental sample collection, and other demands on staff time, we can not arrange to have personnel there every time sampling occurs, but that we expected that we would be provided with the opportunity to arrange to do so for as many of the samples in question as possible.

I provided you with a copy of our "Next Steps" document which describes our anticipated future involvement in the sampling efforts. I was assured at that time that the Entergy would support quarterly split sampling with the State of the boundary wells, riverfront wells, LaFarge wells, and a limited # of selected "other" sample locations.

I was again assured during our recent visit to the site that sampling of the boundary wells, river-front wells, and LaFarge wells would be coordinated between Entergy, the NRC, AND the State, so that we had an average of two weeks prior notice for sample collection. At that time we also discussed scheduling sampling of certain sets of wells for a particular time period. The example discussed was potentially scheduling collection of the southern boundary wells on the first week of the month. Since that time I have received no contacts regarding coordination until yesterday, and that was in response to my e-mail to Jay Adler on the 28th asking about the status of scheduling split sampling for the boundary wells and LaFarge wells.

Since that site visit, MW-38, and MW-48 were sampled on the 22nd, MW-60 and MW-62 are being sampled today (the 30th) w/o our prior knowledge, and MW-40 and MW-51 now appear to be scheduled for some time next week.

The USGS wells will be sampled next Tuesday and Wednesday in the presence of NYSDEC staff, but apparently oly because we were the ones to identify their existence, gain access to them, and keep reminding everyone of their stated interest in sampling them.

Involvement of the State in the groundwater investigation and characterization, including the split sampling effort, have been beneficial for all of us. New York has committed significant personnel and resources to this effort.

We have made available personnel with experience in remediation of groundwater contamination and the resources of the DOH Wadsworth laboratory, participated in stakeholder meetings and conference calls, helped to improve communication with local and county officials, and provided an additional level of confidence in Entergy's groundwater investigation's analytical results. In return we are asking for some cooperation in coordinating the scheduling of the split sampling field activities so that our personnel can participate in those activities.

I am reaching out yet again to attempt to coordinate the split sampling activities, but without commitment to this effort from Entergy it can not happen. I look forward to resolution of this problem!

Tim-We have collected split samples, with NRC observance, from MW-38 and MW-48 on 11/22/06. We anticipate shipping them tomorrow.

We plan on collecting initial split samples, with NRC observance, from MW-60 and MW-62 tomorrow.

If you would like to obtain samples from MW-40 and MW-5 1, we can support next week.

Finally, we have asked to obtain samples from Lafarge during the week of December 6 th, however, this has not been finalized.
