Dear Mr. Alkiewicz:
The U.S. Nuclear Regulatory Commission (NRC) is reviewing an application submitted byEntergy Nuclear FitzPatrick, LLC, and Entergy Nuclear Operations, Inc.
(Entergy), for therenewal of the operating license for James A. Fitzpatrick Nuclear Power Plant (JAFNPP), in Scriba, New York. As part of the license renewal process, NRC staff assessed the transmission line which runs from JAFNPP to the Edic substation, near Utica, New York, which is maintained by New York Power Authority (NYPA). During our review, NRC met with NYPA staff and analyzed the materials provided by NYPA and Entergy regarding the transmission corridors. The staff appreciates the time taken by NYPA to meet with the NRC staff and the quality of the materials provided, which greatly aided the NRC staff in its review. In reviewing aerial photographs of the Edic transmission line, the NRC staff discovered onelocation of possible significant stream bank erosion where the line crosses the Mohawk River(see Enclosure 1). The property adjacent to the stream appears to be private farmland. Because of the presense of the transmission lines, tall-growing plant species are not permittedto grow at these locations. However, one method of reducing possible erosion at the streamcrossing is planting low-growing vegetated buffers, which could help to retain soil, protect waterquality, increase animal habitat, and provide a food source for aquatic ecosystems. An idealspecies is the silky dogwood (Cornus amomum), a native low-growing tree species which isinexpensive, grows well in streamside conditions, and provides food and cover for birds andwildlife. While this would require a very small portion of the land currently farmed, it couldprevent further bank erosion, without interfering with transmission line function.
