Comments on PRM-51 -11 OFFICE OF SECRETARY RULEMAKINGS AND ADJUDICATIONS STAFF To: Secretary of the Nuclear Regulatory Commission Re: Pubic Comment on PRM-51 -11 I am writing to urge the NRC to approve a petition( PRM-51 -11) for rulemaking that would improve the radiation protection standards for old nuclear reactors. The recent NAS report on the health risks of low-level radiation(BEIR VII Phase 2) made it clear that there is no safe level of radiation and we know now that women and children are particularly vulnerable to the effects of low level radiation, as are the poor and people in poor health.
When old nuclear reactors like Vermnt Yankee were licensed, we did not have the scientific evidence we now have on the dangerous effects of radiation. Moroever, the NRC's old standards on radiation are based upon the inmpact on a white male in the prime of life not on the impact upon these more vulnerable populations.
The NRC is supposed to be the agency that protects the health and safety of the public but, after attending numerous hearings here in Brattleboro on Vermont Yankee, I am losing faith in your agency. I urge you to increase your radiation standards and to require that monitoring and measurment of radiation should include all forms and pathways, not just gamma at the fenceline.
