CONFIRMATION OF INITIAL OPERATOR LICENSE RE-TAKE EXAMINATION:
KEWAUNEE NUCLEAR STATION
Dear Mr. Christian:
In a letter dated April 7, 2006, (Serial No.06-173),
your staff requested we schedule an initial license operator examination in August 2006. In a subsequent telephone conversation on April 13, 2006, between Mr. G. F. Winks Ill, Kewaunee Station Training Manager, m d Mr. D. R. McNeil, Senior Operations Engineer, arrangements were finalized for the administration of a written re-take examination for two license applicants who failed the written examination during the initial licensed operator examination administered during the month of November 2005. The requested examination has been scheduled to be administered during the week of August 7, 2006. In the unlikely event that we are unable to support the examination during the scheduled week, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.
As agreed during the telephone conversation, your staff will develop the re-take written examination based on the guidelines in Revision 9 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors. Please inform us at your earliest opportunity if you discover you need to change the scheduled examination date.
To meet the above schedule, it will be necessary for your staff to furnish the examination outline during the week of May 8, 2006. The written examination and the supporting reference materials identified in Attachment 2 to ES-201 will be due to the chief examiner by June 12, 2006. Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations, an authorized representative of the facility licensee shall approve the outline and written examination before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked.
Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examination to be rescheduled. The chief examiner (D. R. McNeil) will contact the examination author vial telephone with any requested examination modifications after the regional review of the examination is completed. The chief examiner will then be on-site during the week of July 24, 2006, to review any requested changes and to complete validation of the proposed examination. Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examination is being developed and administered.
To permit timely NRC review and evaluation, your staff should submit preliminary senior reactor operator license applications (Office of Management and Budget (OMS) approval number 31 50-0090), medical certifications (OMB approval number 3 150-0024), and waiver requests (OM6 approval number 31 50-0090) at least 30 days before the scheduled examination week. If the preliminary applications are not received at least 30 days before the examination date, a postponement of the examination may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the examination date.

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Kewaunee Power Station.
The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. George F. Winks, Ill, Training Manager. Note that any examination waivers have been addressed in separate correspondence.
The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors," during the week of August 7, 2006.
