OF JANUARY 12, 2006, MEETING WITH THE METALS INDUSTRY RECYCLING COALITION REGARDING PLANNED NRC RULEMAKINGS

Background

A Category 2 public meeting was held on January 12, in Rockville, Maryland, at the request of the Metals Industry Recycling Coalition (MIRC) to present their position on future NRC rulemakings. No regulatory decisions were made nor requested at the meeting.

Discussion The purpose of the meeting was to allow MIRC to share their perspective on radioactive sources found in scrap metal waste streams, and to provide their opinions on future NRC rulemakings that would increase accountability over these sources. MIRC solicited comments from the staff on the staffs current data collection activities and the schedules for upcoming rulemakings. The staff plans on developing two rulemakings: a rulemaking to consider including Category 3 data in the National Source Tracking System, and a rulemaking to consider limiting the General Licenses in 10 CFR 31.5 and 10 CFR 40.22.

MIRC expressed interest in providing information to the NRC from their database of incidents where a radioactive source was detected in scrap metal shipments. This data would complement the data already available to NRC on radioactive sources that were accidentally smelted.

MIRC informed NRC of the various places in the scrap metal handling process where radioactivity is screened (e.g. when scrap shipment is received, when material is handled). MIRC also discussed how their members deal with found sources (return to sender, segregation from rest of incoming waste stream) and how to best handle situations where the source is not detected and is accidentally smelted.
