The conference call was useful in clarifying the staff's questions.Enclosure 1 provides a listing of the conference call participants. The following issues were discussed during the telephone conference call:RAI 3.6.2.2-N-08-2 Electrical components for the Vernon Hydroelectric Station (VHS) include 2 black-start turbinegenerators, cables and buses for power transmission, instrumentation and control components and their associated cables and connections. The audit team found that there is an aging management program (AMP) for underground cables from Vernon tie breaker routed to Vermont Yankee. However, there appears to be no AMPs for electrical components from the tie breaker to VHS generators. Please describe how aging effects on the rest of the electrical components will be managed during the period of extended operation.RAI 3.6.2.2-N-08-4The applicant stated that VHS switchyard passive long-lived commodity groups are effectivelymaintained through routine maintenance by the switchyard owner. Describe how this routine maintenance will manage the aging effects on the VHS switchyard passive long-lived commodity groups during the period of extended operations.RAI 3.6.2.2-N-08-5Address the following station blackout alternate alternating current (SBO AAC) related items:a. Please describe (as stated in Generic Aging Lessons Learned (GALL) AMP XI.E6) how aging effects are managed so that the intended function of cable connections associated with SBO AAC (including VHS) will be maintained during the extended period of operation.Discussion: The applicant first addressed these RAIs in their October 20, 2006, letter (LicenseRenewal Application, Amendment 17). The staff did not agree with the applicant's methodologyused in those responses. The staff clarified its position on each issue during a December 6, 2006, conference call with the applicant. Following that December 6, 2006 call, the applicant formed an approach to respond to the RAIs. The applicant wanted to discuss its proposed revised responses with the staff prior to a formal submittal to avoid another round of potentially unsatisfactory responses to the RAIs. The staff listened to the applicant's proposed revisions but deferred comment until after having an internal discussion. The project manager is to call the applicant ro relay the staff's position on the proposed responses.
