Dear Ms. Lampert:

Your letter dated December 19, 2006, to the Chairman of the Nuclear Regulatory Commission (NRC), has been referred to me. In your letter, you expressed concern that the Pilgrim Nuclear Power Station (Pilgrim) in Massachusetts was not selected for inclusion in the initial study for the State of the Art Reactor Consequences Analyses (SOARCA) project currently being pursued by the NRC staff.

As described in the press releases you referred to in your letter, the NRC originally selected six sites for inclusion in the initial phase of the SOARCA project. However, since December of 2006, the NRC has been re-evaluating the scope of the SOARCA project. The plants that will be included in the SOARCA project are not finalized and we are unable at this time to address the scope of plants to be included in the initial phase of the SOARCA project. Participation in the initial phase of the current project is voluntary for those plants determined to be the most representative of the nuclear fleet and provide a cross section of population densities around nuclear power plants.

The purpose of the SOARCA project is to provide a more accurate assessment of nuclear power plant risks to the general public. The projects results could replace or supplement earlier studies that potentially overestimated both the magnitude and consequences of possible nuclear power plant accidents that were based on conservative assumptions given the collection of knowledge and the computational capabilities available at that time.

Your letter also provided a concern related to the Pilgrim spent fuel pool. However, the focus of the SOARCA study is on potential accidents involving reactors at normal power operations and mitigation of these accidents regardless of the cause.
