Dear Dr. Rainwater:
I am responding to your letter to Ms. Nancy McNamara dated October 23, 2006. In this letter, you requested several steps be taken to augment the November 14, 2006, biennial emergency preparedness exercise at Indian Point. We reviewed your letter and agree that drills and exercises are important to emergency planning.
Your letter was received by the NRC on November 7, 2006. Unfortunately, due to the short period of time between the receipt of your letter and the date of the exercise, the recommendations could not be reviewed for possible integration into the November 14, 2006, exercise at Indian Point. These biennial emergency preparedness exercises are planned well in advance of the exercise date, and the planning efforts involve multiple organizations.
The Commission has tasked the NRC staff to work with the Department of Homeland Security (DHS) to assist in the enhancement of future emergency planning scenarios. These scenarios are expected to incorporate a wide spectrum of releases (ranging from little or no release to large releases) and events, including security based events. Additionally, these scenarios should emphasize the expected interfaces and coordination between key decision-makers based on realistic postulated events. In this regard, the NRC will work with DHS to determine the extent to which your proposed scenarios should be included in a future emergency preparedness exercise at Indian Point.
