HUMBOLDT BAY POWER PLANT UNIT 3 - LICENSE AMENDMENT REQUEST, REVISION OF PARAGRAPH 2.B.3(c) OF FACILITY OPERATING LICENSE (TAC NO. J00319)

Dear Mr. Keenan:

The U.S. Nuclear Regulatory Commission staff has received your application dated December 20, 2006, requesting an amendment to your license to eliminate the current restrictions on the type and limits of byproduct materials to be received, possessed, and used.

We have completed the initial processing, which is an administrative review, and have accepted your application for a more detailed technical review. The more detailed technical review may identify omissions in the submitted information or technical issues that require a request for additional information (RAI). These will be forwarded to you under separate cover in the future.

The staff expects to complete its review by June 20, 2007, if no RAI is required.
