1. SPECIFIC COMMENTS ON PROPOSED REVISIONS TO TECHNICAL SPECIFICATIONS Proposed Change 1
a. In TS Section 3.1, reference is made to ANSI N18.8-1971, but the correct reference is ANSI N18.1-1971.

b. In TS Section 3.6.1, it states that, The Committee will consist of at least four members. It also says, Four members shall constitute a quorum...

Please consider why it is necessary to require all Committee members to be present to transact business. Perhaps the Committee should consist of more than four, or the quorum number should be stated as a percentage of the Committee makeup.

c. In TS Section 3.6.1, the membership of the Committee is very vague. The Tech Spec should specify the titles of Committee members.
d. In TS Section 3.6.1, reference is made to ANSI N18.8-1971, but the correct reference is ANSI N18.1-1971.

e. In TS Section 3.7.2.2, reference is made to ANSI N18.8-1971, but the correct reference is ANSI N18.1-1971.

g. TS Section 3.3 states, Any authorized ... until all radiation control area are manned or secured as required by 3.7.1.2. Section 3.7.1.2 requires that all radiation control area entrances be manned or secured. No time period is provided for areas to be unmanned or unsecured. Therefore, the first sentence in TS Section 3.3 should be removed.

2. ADDITIONAL CONSIDERATIONS REGARDING TECHNICAL SPECIFICATIONS
a. TS 2.1 and TS 2.4 reference U.S. Department of Transportation, Hazardous Materials Branch. Since the title, Hazardous Materials Branch was changed to Office of Hazardous Materials Standards, consider deleting Hazardous Materials Branch, and simply refer to the U.S. Department of Transportation.
b. Due to NRC organizational changes, revise TS 3.4 by replacing Office of Nuclear Reactor Regulation with U.S. Nuclear Regulatory Commission in accordance with 10 CFR 50.4.
c. TS 3.4.2 specifies requirements for reportable events that are inconsistent with 10 CFR 50.4, 50.72 and 50.73. Revise the time frames for reportable events and LERs to be consistent with those in 50.72 and 50.73, respectively. In addition, immediate notifications for events specified in TS 3.4.2 should be made in accordance with 10 CFR 50.72.
d. Proposed changes to the TS include changes to the numbering format used for many sections. The amendment request should include changes to all pages of the TS which differ from TS Amendment No. 12, dated June 29, 1994. (Please note that the Front Cover of Appendix A to Facility License No. NS-1 is dated May 26, 1994, and each page of the TS is dated June 29, 1994).
