SUMMARY
OF NOVEMBER 21, 2006, CATEGORY 1 PRE-APPLICATION MEETING WITH NUCLEAR MANAGEMENT COMPANY, LLC (NMC),
REGARDING LICENSE RENEWAL APPLICATION, FUEL TRANSITION, AND MEASUREMENT UNCERTAINTY RECAPTURE UPRATE (TAC NOS. MD3447 AND MD3448)
On November 21, 2006, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Nuclear Management Company, LLC (NMC), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss NMCs future plans for Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2. NMC is planning to submit three applications in the year 2008; 1)
License Renewal Application (LRA); 2) Fuel Transition; and 3) Measurement Uncertainty Recapture (MUR). The main focus area for PINGP is LRA which they plan to submit in the second quarter of 2008. The applications for Fuel Transition is also planned during this time frame. However, the application for MUR is planned during the first quarter of 2008. The licensee presented information on the three applications providing the comparison of submittals and power levels including different areas of evaluation and the potential impact on LRA.
The NRC staff informed the licensee that its plan to submit three applications at the same time could have an impact on the review of LRA, since the other two applications can potentially change the current licensing bases for PINGP. This may result in additional review cycles of LRA after issuance of MUR and the Fuel Transition applications. The licensee appreciated the feedback provided and stated that they would be sensitive to the NRC staff concerns during the review cycle.
There were no areas of any major concerns and there were no follow-up action items during this meeting. Members of the public were not in attendance. Public Meeting Feedback forms were provided but not taken by any of the participants. A list of meeting attendees is provided in the enclosure.
