SUBJECT:

RESPONSE TO ADVISORY COMMITTEE ON REACTOR SAFEGUARDS REPORT ON THE SAFETY ASPECTS OF THE LICENSE RENEWAL APPLICATION FOR THE PALISADES NUCLEAR PLANT

Dear Dr. Wallis:

During the 537th meeting of the Advisory Committee on Reactor Safeguards (ACRS or the Committee) held on November 1, 2006, the ACRS completed its review of the license renewal application (LRA) for the Palisades Nuclear Plant (PNP) and the associated final safety evaluation report (SER) prepared by the U.S. Nuclear Regulatory Commission (NRC) staff.

In its final report, the Committee recommends the renewal of the operating license for PNP, with the conclusions and recommendations discussed in your letter dated November 17, 2006. The staff appreciates the Committees expeditious, objective, and in-depth review of the PNP application and the staffs final SER. The staff agrees with the Committees conclusions:

1. The programs established and committed to by the applicant to manage age-related degradation provide reasonable assurance that PNP can be operated in accordance with its current licensing basis for the period of extended operation without undue risk to the health and safety of the public.
2. The three Time-Limited Aging Analyses described in the Committees letter must be addressed in accordance with NRC regulations during the period of extended operation.
3. Nuclear Management Companys application for renewal of the operating license for PNP should be approved.

The staff recognizes the ACRSs commitment to safety and appreciates the Committees continued support of the license renewal process.
