POINT BEACH NUCLEAR PLANT, UNIT 1 - REVIEW OF ANALYTICAL EVALUATION REPORTS FOR THE PRESSURIZER AND STEAM GENERATORS FROM REFUELING OUTAGE U1R29 (TAC NO. MC9531)
Dear Mr. Koehl:
By letter dated December 19, 2005, Nuclear Management Company, LLC (NMC) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review the flaw evaluation reports for the pressurizer and steam generators for Point Beach Nuclear Plant, Unit 1. The flaw indications were discovered by the American Society of Mechanical Engineers (ASME) Code-required ultrasonic examination which was performed in November 2005, during Unit 1s refueling outage U1R29. The characterized flaws are (1) a subsurface flaw of 0.57 inch deep and 0.875 inch long in the pressurizer upper shell to upper head weld, (2) a subsurface flaw of 0.24 inch deep and 11.5 inch long in Steam Generator A upper shell to transition cone weld, and (3) a subsurface flaw of 0.22 inch deep and 1.75 inch long in Steam Generator B upper shell to transition cone weld. NMC demonstrated through flaw evaluations that the pressurizer and steam generators with these flaws can be operated without repair for the remaining life of the plant, including the period of extended operation.
The NRC staff has completed its review of the flaw evaluation methodologies and results, and finds that the subject flaws comply with the rules in Section XI of the ASME Code. With conservatively assumed stresses and transient cycles, the detected flaws in the pressurizer and steam generators will not grow beyond their respective allowable flaw depths at the end of the extended period of operation under the limiting loading condition (normal and upset). Hence, the NRC staff concludes that the flaw evaluation reports for the subject flaws are acceptable.
The ASME Code requires successive inspections at the flaw locations during the next three inspection periods in accordance with Section XI IWB-2420, Successive Inspections.
