Assessment Follow-Up Letter - Calvert Cliffs Nuclear Power Plant
Dear Mr. Spina:
On November 3, 2006, the NRC staff completed, as part of our quarterly review, an update of our assessment of Calvert Cliffs Nuclear Power Plant. The assessment evaluated performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility. This letter supplements, but does not supercede, our mid-cycle assessment letter issued on August 31, 2006.
On October 27, 2006, the NRC staff forwarded a letter concerning the final significance determination of a white inspection finding in the mitigating system cornerstone. This self-revealing finding involved inadequate design control during the establishment of the over-current trip setting for an electrical circuit breaker that supplies power to the support systems for the 1A emergency diesel generator (EDG). The low over-current trip setting would have impacted the capability of the 1A EDG to perform its intended safety function during certain design basis events at Calvert Cliffs Unit 1.
As a result of our review, we have assessed Calvert Cliffs Unit 1 performance to be in the Regulatory Response of the NRCs Action Matrix. On November 15, 2006, we were notified by your staff of your readiness for the NRC to conduct a supplemental inspection to review the actions taken to address the inadequate design control for the 1A EDG, after January 1, 2007.
Therefore, we plan to conduct supplemental inspection 95001 beginning on January 22, 2007.
This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
