Dear Mr. Sheppard:

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the Service Employees International Unions petition regarding South Texas Project Electric Generating Station, dated May 16, 2006, as supplemented by letter dated June 26, 2006. The NRC staffs proposed Directors Decision is enclosed.

I request that STP Nuclear Operating Company (the licensee) provide comments to me on any part of the proposed decision that the licensee believes to be erroneous, or any issues in the petition that, the Petitioner believes, have not been addressed. The NRC staff will review any comments provided by the licensee and consider them in preparing the final version of the Directors Decision. The licensee will have no further opportunity to comment.

Please provide your comments by December 21, 2006.
