Calvert Cliffs Nuclear Power Plant Notice of Intent to the United States Coast Guard for Barge Shipment of Reactor Vessel Closure Heads to RACE LLC in Memphis, TN (DOT Docket No. PHMSA-2006-23643); [33 CFR 126.27(b)]
Cliffs Nuclear Power Plant, Inc. (CCNPP) is providing, by this letter, notification of our intent to ship, via barge, Class 7 radioactive material that will be classified as surface contaminated objects (SCO-I7), and transported in U.S. Department of Transportation (USDOT)-approved non-specification packages, pursuant to the notification requirements of 33 CFR 126.27(b). Calvert Cliffs is also requesting a review by the Captain of the Port - United States Coast Guard (USCG) to confirm that CCNPP has complied with the applicable requirements of 33 CFR Parts 101, 105, 110, and 126, specifically related to the temporary designation of CCNPP as a "designated waterfront facility" for the reactor vessel closure heads (RVCH) shipment.
Calvert Cliffs has previously submitted an application to the USDOT for a special permit for this planned shipment of two RVCHs from CCNPP to the RACE, LLC facility located in Memphis, TN.
Attachments (1) and (2) contain the initial application letter to USDOT and a supplemental information submittal. The USDOT issued Special Permit 14303 on June 15, 2006 to CCNPP, allowing the one-time, one-way transportation of these packages by a barge from Lusby, MD (CCNPP) to Memphis, TN [see Attachment (3)].
Calvert Cliffs hosted CDR Brian K. Penoyer (USCG-Sector Baltimore) and his staff for a preliminary visit to CCNPP on August 23, 2006. The purpose of the visit was to review the fitness of CCNPP as a "designated waterfront facility," familiarize the USCG-Sector Baltimore staff with the RVCH shipment-related activities, and to become familiar with the basic CCNPP facility layout. Calvert Cliffs greatly appreciated CDR Penoyer and his staff's comments and guidance during their visit. We look forward to continuing to work with them as this project evolves.
The reactor vessel closure head move will occur following the 2007 winter/spring refueling outage at CCNPP. Therefore, for scheduling and planning purposes, CCNPP is requesting that you communicate the results of the USCG-Sector Baltimore's review to us no later than January 12, 2007.
