SUMMARY
OF NOVEMBER 7, 2006, PRE-SUBMITTAL MEETING WITH FENOC TO DISCUSS DAVIS-BESSES PROPOSED CONVERSION TO IMPROVED TECHNICAL SPECIFICATIONS (TAC NO. MD3229)
On November 7, 2006, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of FirstEnergy Nuclear Operating Company (FENOC), the licensee for Davis-Besse Nuclear Power Station (Davis-Besse), Unit 1, and its contractor, EXCEL Services Corporation (EXCEL) at the NRC headquarters located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Davis-Besses proposed conversion to Improved Technical Specifications (ITS).
A list of attendees is provided as Enclosure 1. FENOCs presentation slides are provided as.
The presentation to the NRC staff included an overview of the planned scope, schedule, and implementation approach of the conversion effort. FENOC advised that the scope of the ITS project would include preparation of a license amendment request to convert the Davis-Besse current technical specifications to the ITS as described in NUREG-1430, ?Standard Technical Specifications - Babcock and Wilcox Plants, Revision 3.1. FENOC presented details of the four major phases planned for the conversion project: (1) Initial Planning; (2) License Amendment Request Development; (3) NRC Review and Approval; and (4) Implementation.
Following their presentation, FENOC and the NRC staff discussed roles and responsibilities, lessons learned from the Beaver Valley Nuclear Plant ITS conversion, review time for requests for additional information, treatment of beyond scope items, resources/schedule support, and FENOC/NRC communications.
No members of the public were in attendance.
