Dear Mr. McKinney:
The Region I Field Office, NRC Office of Investigations (OI), initiated an investigation on November 9, 2005, to determine if a Susquehanna Effluents Department Supervisor deliberately falsified master rigger qualification records. Specifically, it was asserted that one individual in particular did not even come close to the experience requirement.
OI determined that Susquehannas rigging classification requirements procedure allowed the experience requirement to be waived provided there was sufficient evidence to warrant that action. OI concluded that the Supervisor believed that he/she had sufficient evidence to waive the 10-year experience requirement and designate the individual as a master rigger. OI was unable to corroborate that anyone else had found any indication that any rigger qualification records had been falsified. Based on testimony and documentary evidence, OI found insufficient evidence to conclude that the Supervisor falsified master rigger qualification records.
