ASSESSMENT FOLLOW-UP LETTER - SEABROOK STATION
Dear Mr. St. Pierre:
On October 26, 2006, the NRC staff completed, as part of our continuous review, an update of our assessment of Seabrook Station. The assessment evaluated performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of our updated assessment of your safety performance during this period, and our plans for a future inspection at your facility.
This letter supplements, but does not supercede, our mid-cycle assessment letter issued on August 31, 2006.
Our review of Seabrook Station performance identified that you have crossed the threshold from Green to White for the emergency diesel generator (EDG) Mitigating System Performance Index, Emergency AC [Alternating Current] Power System, with your reporting of the 3rd quarter 2006 PI data. The most recent challenge to this PI occurred in late August when the station declared both EDGs inoperable due to voltage regulation problems. We noted that EDG problems have been longstanding and, as a result, plan to continue our ongoing special team inspection during the week of November 13 and into December 2006. We may modify the scope of any future supplemental inspection based on the results of the ongoing special inspection.
As a result of the 3rd quarter 2006 PI data, we have assessed Seabrook Station performance to be in the Regulatory Response column of the NRCs Action Matrix. On October 31, 2006, we were notified by your staff of your readiness for the NRC to conduct a supplemental inspection to review the actions taken to address the White EDG mitigating system PI. Therefore, we plan to conduct a supplemental inspection using Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area, beginning on June 13, 2007. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
